Module Four of the Strategy by AI methodology reads the strategic situation. This module builds on everything established in Module Two (Strategic Identity: mission, history, doctrine) and Module Three (Enemy-Making: hostile environment, foe classification, enemy profiles, and multi-front confrontation strategy). The identity tells us who the cluster is. Theenemies tell us who threatens it. The situation tells us the landscape on which identity and enmity play out — the constraints, the trends, the power distribution, the time horizons.

The Strategic Situation Portfolio (Documents 14–20) completes Module Four. Together with Module Two (Strategic Identity, Documents 1–4) and Module Three (Enemy-Making, Documents 5–13), the dossier now comprises twenty analytical documents establishing who the cluster is, who threatens it, and what situation it faces.
What remains is the most consequential phase: Module Five (Making theStrategy) will produce the yardstick strategy — the strategy the methodology prescribes as correct given the cluster’s identity, enemies, and situation. Four documents will define the competitive war, establish objectives and targets, design operational campaigns, and integrate everything into a complete strategy. Module Six (Execution Assessment) will then measure the cluster’s observable conduct against this yardstick across ten structured gap-analysis documents.
The strategic situation is adverse. The strategic vector is enemy-generated. The window is narrowing. Whether the methodology can identify a viable counter-vector — and whether any institutional actor will execute it — is what Modules Five and Six will determine.
